Greater Sentosa Master Plan sets out two decades of change

The Sentosa Development Corporation (SDC) launched the Greater Sentosa Master Plan on 3 July 2026. It combines Sentosa and the 120-hectare island of Brani into one destination, with projects expected from the early 2030s and the full plan unfolding over two decades.

The Greater Sentosa Master Plan replaces the 2019 Sentosa-Brani Master Plan with a larger scheme. Minister Grace Fu launched it with SDC’s chairman, Edmund Koh, and chief executive, Thien Kwee Eng, at an exhibition at VivoCity, and the exhibition then toured heartland malls until late September.

Brani becomes available as port operations move to Tuas. SDC describes Brani West as one of the largest sites for new attractions. On Sentosa itself, the plan proposes an Imbiah Canopy with a treetop skywalk on Mount Imbiah, and coastal protection and new facilities along the 3 kilometres of Siloso, Palawan and Tanjong beaches.

Transport changes are central to the plan. A new people mover system is intended to replace the Sentosa Express monorail, an Island Heart Transport Hub is planned as the main arrival point, and water taxi links are being studied. How residents reach the Cove today is described in Living in Sentosa Cove. Resorts World Sentosa’s Waterfront Lifestyle Development, due in 2030, is part of the plan, and Universal Studios Singapore has confirmed a Super Nintendo World.

SDC reported more than 16 million visitors between April 2024 and March 2025, and TTG Asia reported that the plan aims to attract twice as many visitors as today. At the National Day Rally on 23 August 2026, Prime Minister Lawrence Wong added that a new resort called Downtown South would be built on Brani by NTUC’s leisure arm, and that access to Sentosa’s west coast would be improved while keeping its natural character.

SDC’s release mentions Sentosa Cove once, as a waterfront residential enclave of more than 2,000 homes. The plan does not add new residential land or change the Cove. What the Cove is today is described in What Sentosa Cove is.
